FORWARD
The last edition of the Commission’s Annual Report was published in 2019. The
2020 Annual Report was not published, due largely to the emergence of COVID-
19 Pandemic that ravaged the entire world. However, the current Management
considered it worthwhile to publish the 2021 Annual Report for members of the
public to be acquainted with activities carried out by the Commission during the
2021 fiscal year. This is in line with statutory requirements for various organs of
government to give accounts of their activities in the previous year.
Supervising teacher education at the sub-degree level is one of the primary
duties of the Commission. However, the teaching and teacher education
supervision have been methodically traditional in execution, that is, devoid of
electronics (online) application. During the 2020, COVID-19 there was threat
need for online activities in teaching and learning; and so, the paradigm in
learning and mode of its delivery changed in favour of online application.
Majority of NCE awarding institutions were taken by surprise due to insufficient
equipment and facilities for online course deliveries. In addition, College of
Education sub-sector during the 2021 fiscal year faced other serious challenges
such as; low enrolment of candidates into the institutions, attrition of qualified
personnel, insufficient funding, societal perception of a teacher as poor and
lacking, proliferation of illegal NCE-awarding institutions and rise in conversion
of Colleges of Education into Universities without laid down parameters among
others.
However, it is pertinent to state that despite these challenges; the Commission
continued to forge ahead recording numerous achievements in different areas.
There was a phenomenal growth in the number of NCE awarding institutions in
the country both at Federal, State and Private levels. Resource assessment visits
were paid to proposed Colleges and those found worthy were granted
provisional approval. Accreditation or re-accreditation of programmes in
various institutions was carried out during the 2021 fiscal year. The Commission
also thrived in Research and Development (R&D) leading to world standard and
reputable publications.
